Recently (August 1, 2024), the Provincial People's Committee held a conference to review the first 6 months of 2024 implementing Project 06 and digital transformation work; directions and key tasks for the last 6 months of 2024. According to the report, the implementation of Project 06 in the province has closely followed the direction of the Government and the Working Group implementing Project 06 of the Government, basically completing the tasks according to the set roadmap, the connection and sharing between the National Population Database to serve the settlement of administrative procedures and public services has been promoted, reducing time and travel costs of people and businesses. The Provincial Police have performed well as the Standing Agency, making many efforts and striving to complete the set tasks well. Many localities and units serve the people regardless of holidays, holidays, and outside of working hours. In the first 6 months of 2024, the rate of online application submission in the province reached 47.06% (ranked 40/63 provinces and cities). Agencies, units, and localities that have effectively implemented the implementation include the Departments of Education and Training, Industry and Trade, Finance, Culture - Sports and Tourism with the number of online records reaching 100%. The rate of digitized administrative procedure records and results of administrative procedure settlement reached 46.18%, the number of queries and document exploitation from the electronic data management warehouse of organizations and individuals on the National Public Service Portal reached 935,892. The results of applying the National Database on Population, CCCD, electronic identification and authentication to serve economic and social development have achieved many remarkable results. Typically, in the fields of Banking, social insurance, and education: 100% of administrative procedures use personal information in the chip-embedded CCCD to confirm personal information, citizens do not have to present many types of documents as before. The provincial Social Insurance cooperates with the provincial Police to clean up insurance industry data. Up to now, the whole province has verified 805,151/812,904 demographic information in the National Insurance Database with the National Population Database, reaching a rate of 99.05%. In the field of Health, 119/119 health insurance examination and treatment facilities have been equipped with CCCD card readers according to the standards of the Ministry of Information and Communications to replace paper health insurance cards (the total number of equipped devices is 173 readers). In the first 6 months of the year, there were 744,385 people using CCCD in health insurance, of which 681,209 were successful, accounting for 91.51% of the success rate...
For the group serving digital citizen development, up to now, the whole province has collected 538,376 electronic identification records (of which level 1: 108,724 records, level 2: 429,652 records), activated 326,376 accounts (of which level 1: 24,467 accounts; level 2: 301,909 accounts).
Despite achieving many positive results, the conference also pointed out a number of challenges that need to be further overcome. Agencies, units and localities have discussed and clarified the causes, difficulties, obstacles and proposed practical solutions to contribute to the effective implementation of administrative reform, economic and social development of the province... to complete the tasks assigned by the Government and the Prime Minister.
The key tasks in the last 6 months of 2024 are set out to effectively implement the tasks of Project 06, in which people and businesses must be taken as the center in implementing the Project, serving well the tasks of economic, cultural and social development, ensuring national security and defense in the province. Complete the connection of the Electronic Data Management Warehouse of organizations and individuals on the Provincial Administrative Procedure Information System with the Electronic Data Management Warehouse of organizations and individuals on the National Public Service Portal; Improve the efficiency of online public service implementation, creating the most favorable conditions for people and businesses; Promote extensive information and propaganda; The provincial police continue to seriously implement the 2023 Law on Identification and its guiding documents; strengthen the collection and activation of electronic identification accounts to serve the conversion to using VneID accounts as the only account in performing administrative procedures.

Speaking at the conference, Comrade Dao My - Vice Chairman of the Provincial People's Committee affirmed that Project 06 is an important part of the socio-economic development strategy, contributing to the construction of e-government, improving the effectiveness of state management and serving the people better. Comrade Dao My requested departments, branches and localities to focus on reviewing the achieved tasks, unfinished tasks of Project 06 and digital transformation to have effective implementation plans and plans in the coming time./.
