Ministry of Justice inspects law enforcement on handling administrative violations in the fisheries sector in Phu Yen

On October 11, the Ministry of Justice's inspection delegation led by Deputy Minister Dang Hoang Oanh had a working session and inspected the enforcement of laws on handling administrative violations in the fisheries sector in Phu Yen province. Receiving and working with the inspection delegation were comrade Le Tan Ho - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of relevant departments, branches, sectors and localities.

The report at the working session showed that, in recent times, the province has always paid attention to and focused on directing the implementation of the law on handling administrative violations in the fisheries sector; issued plans and directives to promptly and effectively implement the Law on Handling Administrative Violations and related legal documents in the province. From the beginning of 2023 to August 31, 2024, departments, branches, units and localities in the province have detected and sanctioned 103 cases of administrative violations in the fisheries sector, with a total fine of more than 1.2 billion VND. Of which, there are 12 cases related to IUU fishing with acts such as not complying with regulations on voyage monitoring equipment when operating at sea; not recording or not submitting fishing logs as prescribed...

Inspection team members give opinions at the meeting

Due to the difficulties, obstacles and shortcomings in the enforcement of the law on handling administrative violations in the fisheries sector in the province in the past time, the province has proposed to the Inspection Team of the Ministry of Justice to guide the difficult and problematic contents related to the Law on Handling Administrative Violations, creating favorable conditions for localities in the process of applying legal documents on handling administrative violations or recording the problematic contents in practice to propose early amendments, supplements or replacements of relevant documents in accordance with the actual situation.

At the working session, representatives of departments, branches, localities of the province and members of the Working Group discussed and pointed out the difficulties, obstacles as well as some errors in the practice of handling fishing vessels violating administrative regulations and proposed solutions to overcome them.

Comrade Le Tan Ho, Standing Vice Chairman of the Provincial People's Committee, said that in order to prevent fishing vessels from violating the law and aiming to remove the IUU "yellow card", in recent times, the leaders of the Provincial Party Committee and the Provincial People's Committee have resolutely directed functional agencies to deploy many synchronous solutions, including strengthening supervision activities and strictly handling violations. The Standing Vice Chairman of the Provincial People's Committee acknowledged the contents of the discussion and comments of the members of the Ministry of Justice's Working Group, affirming that the locality seriously draws lessons to ensure proper implementation of the law in handling administrative violations in the fisheries sector.

Concluding the meeting, Deputy Minister of Justice Dang Hoang Oanh highly appreciated the closeness and proactiveness of Phu Yen province in directing and operating to strengthen inspection, detection and handling of administrative violations in the fisheries sector. The Deputy Minister requested Phu Yen province to promptly overcome some shortcomings and errors, avoiding the situation of misapplication of the law in handling administrative violations; functional forces in the province need to proactively coordinate to exchange information and develop and perfect the law on handling administrative violations in the fisheries sector to contribute to removing difficulties and obstacles that the province is facing. At the same time, promote the dissemination of laws, guidance, training and professional development in the law on handling administrative violations in the fisheries sector; strengthen coordination between agencies and units in the work of preventing and combating IUU fishing and other violations in the fisheries sector.
